No, you are not if you purchased title insurance when you bought the property.
If you did, contact the title company and tell them to pay the 08 taxes that are due.
If you did not, you are liable if no one paid them.
It is incumbent on the closing attorney to issue free and clear title which means insuring the previous year's taxes are paid by the seller. However, that does not prevent the state/municipality from placing a lien against your property. Look at your HUD1 Settlement Statement and see if the previous year's taxes were included on the document and consult the closing attorney who handled the transaction.
